I was doing some research recently and I just needed to refer to one page of a book I no longer had. A drop down ad said I could pay usenet.nl 1 euro and get the info - SO trusting usernets in general - I paid the euro through Pay Pal. I got an instant thankyou and confirmation of total payment of 1 euro and told to enjoy (!) and was given a key and password. I tried this but my internet protection (Avira) warned me not to download as it was Malware. I went on to find my reference elsewhere and forgot about it. I didn't open or download anything. On the 24th May - 2 weeks later, I receieved a confirmation from Pay Pal that they had used my bank details to pay usenet.nl 99.96 Euros. It was a scam. I felt sick there was no way except to phone San Marino to contact or to complain to the seller who I now knew was not to be trusted. I had to phone an international phone number to talk to Pay Pal. They gave me an email address (a one time off email address) I sent in my complaint. I kept getting mail from them that they were progressing it. It seemed they were only interested in pursuing the fact that I hadn't 'received the goods'. I was more incensed that they had given platform and aided obvious crooks. Nowhere did it say - or did they state that I could see - about the possibility of further charge or that I had given them permission to access money from my Pay Pal account beyond the total of 1 Euro. It was an obvious trap for people and must be closed.Even though the record of my complaint on my Pay Pal site by their own account and copied from their site was as follows:
I in fact received nothing just this email:
THEY might have contact with this seller (to receive all the money they get from them) but I dont! There is no way to contact the seller USENET.NL except a phone call to San Marino - that strange state in Italy that is outside legal jusrisdiction. There is no way to email them it is ALL A SCAM.I have found out since that usenet sites which used to be benign message sites shared by universities groups and clubs have now been taken over by the criminal element. They offer secure holdings and encryptions of material you might not want found on your computer - they connect groups who hack and pirate - as well as paedophiles. This apparently is well known. So my complaints are many. I wont get my money back but I hopefully can warn others and and publicize their bad practises. Please share and spread. Pay Pal should be ashamed to back them and, as I discovered, their complaints procedure was too is misleading insufficient and unfair. There is no compalints procdure against them - I can't even ask them how it was by their own records they initiated and issued a refund and I failed to get it. I get returned mail every time. I will be reporting this aspect to the FSALeeds
